Does anyone know if the MPDC is on a hiring freeze? I spoke with a representative about a month ago, who said there was some controversy about the physical exam. He mentioned something about "legal difficulties" and that although applicants could take the writing portion, the physical exam is postponed.

You don't speficy what dept "MPDC" is. I applied with the Metro Police Dept in DC about three months ago. I aced my written test and the recruiter has said my BI is going, "excellently." The dept. website shows a flow chart of the hiring process. The PAT is supposed to be coming up soon, but when I asked my recruiter about it, she simply said, "Oh, we don't HAVE a physical aptitude test." Not, "anymore," just "don't have" one. I was stunned. I have never heard of a police job where you are not required to prove you have a certain level of physical fitness. She said she simply tells everyone who is hired to "get ready for the academy" as far as physical fitness is concerned. I would have no problem passing any PAT they could throw at me. I am not surprised to hear that they have had a problem with the PAT. That would explain the highly unusual absence of it in the current process. But nobody from the recruiting dept. has even hinted that the hiring process has been frozen due to the PAT. Of course, this response may be of no help to you if you were NOT referring to the Washington, DC dept.
