In trying to determine which department was the best in the country (out of the CIA, FBI, and NYPD) a rabbit was released into the woods and each agency had their respective shot to find it.
The CIA was first. They went around questioning everyone and paying off informants. After no success they came to the conclusion that the rabbit never existed.
The FBI was next. After not finding much, they burnt the forest down and came to the conclusion that the rabbit was dead.
The NYPD was last. After being in the woods for a short time, an NYPD detective came out the woods with a Bear in handcuffs....the bear could be heard murmurring to himself...alright, alright, I'm a rabbit! I'm a rabbit!
